4. Shelly Edgerton
As Director of Michigan’s Department of Licensing and Regulatory Affairs, Director Edgerton answers directly to the Governor. Within LARA is the recently-created Bureau of Medical Marihuana Regulation, which itself houses the MMMA, the MMFLA and the administration of both the seed-to-sale tracking program and the Medical Marihuana Fund. Previous Directors have used their influence to ban autism from the list of qualifying conditions, change the way annual reports are formatted just to satisfy political purpose, and have limited public participation in the creation of new rules for the medical marihuana program. This Director seems more willing to engage with the citizens; Edgerton made a critical speech before a crowd of more than 200 at the MICBD Group’s Southeast Michigan Cannabis Business Development Conference on July 9 in Detroit, and has spoken to smaller groups previously. The Director approves all rules for the MMFLA, all additions to the MMMA’s list of qualifying conditions, and who runs the BMMR. This Director will probably hold onto the job even after the administration of Governor Rick Snyder ends in 2018. Her influence will shape who the players will be and what the new medical marijuana business industry in Michigan is going to become.
